Windows Installer will not stay running

Any help in figuring why the "Windows Installer" will not stay running. I
have gone into the services area of admin and had to start the installer for
the past couple of days. I have even gone into "properties" selected
startup type as "automatic." Even with these settings changed or selected
to start and then selecting apply and OK they will revert back to the
stopped mode within a few minutes.

The path to executable line is C:\WINDOWS\system32\msiexec.exe /V

I noticed this the other day when my Norton Anti Virus started to act up. I
couldn't get automatic updates and during bootup I would get an error
message. Tried to reinstall live update as per Symantec, that was no help.
First I couldn't get the install routine to work and then I couldn't even
get the program to uninstall. Would always get a message, something to the
effect of - Windows installer would not respond, either you are in safe mode
or the installer is missing - This is when I found that the installer was
not running. Started it up, ran the Norton uninstall routine, rebooted and
when I went to reinstall Norton, got the same message about the installer
not working. Went back into services and installer was again off.

Is this the work of a virus or is something else going on. I have done a
virus check with Norton first, and AVG second. Both have found no viruses.
No I do not have both anti virus programs running at the same time.

Touch Base

Had the same problem and after googling around for ages came up with nothing
positive. It was suggested to me from an IT friend of mine to reinstall .NET
from my XP Pro disk and lo and behold the windows installer now works. I was
getting error messages when I tried to install iTunes for PC that told me I
was either running in safe mode or the windows installer was not installed
correctly and when I tried to install a game called Age of Mythology it told
me that it could not install it because of a file called mciexml 4.0 could
not be found. Try it for yourself and see. If you don't have an XP cd you
can download it from MS, it's about a 20mb download.

Report back here on how you go.

Went into Microsofts website and couldn't tell which .net to get. What I
ended up doing as I started to have a few other problems is I uninstalled
Service Pak 2. All my problems went away. Norton and other programs now
will install without a hitch. Live Update works again. Can't guarantee
that it was the service pak 2 but so far so good.
