Windows Installer problem - endless loop of installing 3590.2

Whenever Help and Support is chosen from the Start menu, the Windows
Installer goes into an endless loop of repeatedly installing the common setup
file 3590.2. This operation cannot be cancelled. The only way to recover is
to reboot the machine by turning the power switch off. Is there any way to
fix this problem short of reinstalling everything? The operating system is
Windows XP Professional with Service Pack 2 on a Pentium III computer. Virus
scans show no viruses. The computer has never been without virus protection.
Running Registry Mechanic 5.0 did not help.
