Windows Installer pops up when voing to web sites

I was clearing out some space on my hard drive and I
deleted a bunch of what I thought were irrelevant program
files. Ever since then, whenever I open Internet
Explorer (version 6.0 SP 2), the Windows Installer pops
up "Preparing to Install". It never says what it's
installing, but every time I open Explorer, even to a
blank page, this happens. And while I'm surfing, Windows
Installer also pops up whenever a popup window comes up.
I restored all the files I deleted and this still keeps
happening. It's very annoying. What can I do to fix
this?

Go to IE tools, internet options, advanced. Turn OFF install on demand.
