Windows Installer Patch Package could not be opened

I started having "Windows Installer" trying to open whenever I tried to use
an MS Office 2003 program, so I planned to uninstall, then reinstall, MS
Office 2003. The trouble now is that I uninstalled MS Office 2003, but when
I try to reinstall it I can't! I receive this message:

"Windows installer
This patch package could not be opened. verify that the patch package exist
and that you can access it, ot contact the application vendor to verify that
this is a valid windows installer patch package."

This is crazy, how do I fix this so that I can reinstall MS Office 2003?
