Windows Installer Caught in Loop

I am not sure if this is related to Logitech Quick Cam installation but when
I complete the installation a Windows Installer window pops open looking for
a file called hips_cc.msi and it cannot locate it. I've searched the hard
drive myself - I don't think it exists. I've run anti-virus scans, etc. and
come up with nothing. Does anyone know about these errors? Is there
anything I can do to fix this?? I also did a clean boot (1st time) of the
system - it had a problem with Windows Defender so I removed it from
programs. I also disabled any HIPS files in msconfig. I'm fishing around in
the dark - just a user here not an expert. But patiently trying to
understand so I can Skype with friends overseas.

Description of the Windows Installer CleanUp Utility:

It was created to fix software installations that failed during the
install process and thus leaving a bunch of files on your hard drive.
(including a file name that ends with a .msi extension)
(.msi = MicroSoft Installer).
For example a failed MS Office installation (note that I said "Failed").

In your case does Logitech Quick Cam work. If it does work then
ignore the rest of this message. If the Cam does not work then open the
Control Panel and select Add or Remove programs and if the Logitech
Cam is listed then uninstall it and try reinstalling.
If it is not in the Add/Remove list then use the Windows Installer Cleanup
as described below.

Windows Installer Cleanup Utility's has the ability to stop an application
from repeatedly trying to re-install itself as a result of botched or
incomplete install. In other words you want to kill the application's
repeated install process.

The Cleanup Utility will cure the problem by removing the file the
application uses to install itself. You do this by running the Windows
Installer
Cleanup Utility and from the list of displayed applications selecting the
offending application. Cleanup will then remove the components required
to install the problem application.

Note: Cleanup will not remove any other files that are part of the
application that already has been installed on your hard drive.
Cleanup only removes the components required to install the
problem application.

After you have finished running the Windows Installer Cleanup Utility try
starting reinstalling the Cam application and verify the problem
has been fixed.

Note: An unfortunate side effect of the Cleanup tool is when you
select and remove software that is functioning properly you then will
no longer be able to install that software as it will not be in the
Add/Remove programs list.
