"windows installer cannot be accessed" error message please help

when i try to install ANY .msi package it boots windows installer but about a
second later it shows an error message saying that "windows installer could
not be accessed. This can occur if you are running windows in safe mode
(which I'm not), or if the windows installer is not correctly installed (I've
uninstalled 3.1 and reinstalled it several times now and it still doesn't
work). contact your support personnel for assistance." now I've asked several
of my computer-literate friends and several IT technicians and they have no
idea how this can happen, I've also consulted several different microsoft
support articles and they have been no use what so ever! I'm using this as a
last resort to throwing Windows XP in the bin and buying another copy.
please, please, please help

Click Start, Run, and type SERVICES.MSC. In the right pane, right-click
Windows Installer, and then click Start. Also, set the service "Startup
Type" to Manual.

right, ramesh, bit of a problem it turns out that method you've gave me
churns out a error 5: access is denied when I try to start windows installer
and I've tried everything on the support sheets bar the repairing of windows
(which I'm not going to try unless its the last thing I can to do) but anyway
why will I be getting an error 5: access is denied message when i try to
start windows installer I have full admin rights? any help with this would be
great.

Sorry! I don't know of any method for reinstalling Windows Installer using
Recovery console.

have you got any other ideas or could you please tell me how you use the
windows XP recovery console to reinstall windows installer.

Also, check the permissions on the following key:
[HKLM\Software\Microsoft\Windows\CurrentVersion\Installer]
Should be:
Adminstrators - Full Control
Everyone - Read
System - Full Control
