Windows freezes at bootup

I am trying to help a friend. He is running win 95. (I know old program) It
freezes at bootup. I get the windows screen and it just stops. I can boot to
safe mode. think there is something loading that is screwing the boot up.
When in safe mode I try to go to run and then type msconfig and I get the
following

Cannot find the file msconfig (or one of its componets) Make sure the path
and filename are correct and that all required libraries are available.

Any suggestions of how to resove the problems.
