Windows Firewall won't start; Auto Private Addressing on

I have tried reseting Windows Firewall and Winsock using <netsh> command. I
get an message back saying, "Unable to reset Winsock Catalog. The system
cannot find the finle specified." I can't connect to the internet or my
laptop, even though I've run Network Connection Wizard repeatedly (it was
working before). I can't start Firewall even though Security Centre service
is started. My router is my DHCP server but Windows is using Auto Private
Addressing.
I deleted a registry setting having to do w/ Group Policy and Windows
Firewall. I have surfed on my laptop (like now), found some articles, tried
'em and come up empty. So, before I reinstall OS (don't have SP2 in disc) how
can I get my home network back and surf the WWW? BTW: both computers are
wireless to my NetGear router--->DSL modem.

Check any / all anti-virus or "enhanced" Internet security software.
I had Norton 360 which must be told to "trust" the wireless network
name (aka SSID.)

Update: After some more research (so much research) I reinstalled the TCP/IP
stack and I now can connect to the internet. Also, I had (prior to initial
post) uninstalled NIS 2008 and Norton System Works 2008. I had also cleaned
up PC of remnants, defragged, then installed Avast,! 4, Winpatrol and
reinstalled the PCI wireless card software (Linksys). I still must repeatedly
reinstall TCP/IP to get/stay connnected to WWW. No more Auto Private
Addressing, althought it doesn't always get IP address from router
(connection reports 0.0.0.0 for IP address and subnet, gateway IP is
correct). Windows Firewall/ICS still will not start, error code 5 - not
authorized. Security Centre reports Firewall is active, Firewall says it
can't start.
I ran msinfo32.exe>Components>Network>Protocol. The article I read says I'm
supposed to have at least 10 entries, there are 2.
While I haven't checked Avast! yet, I'm of the opinion that I've done (or
rather, undone) something in the registry. All works fine on my laptop (XP
Home).

Further update: Firewall in now working. Security Centre is still working. No
error messages.
msinfo32 is still only listing 2 items in the list mentioned earlier (MSAFD
Tcpip [TCI/IP] and MSAFD Tcpip [UDP/IP]. Should I do something about it or
just leave it?

Update: After some more research  (so much research) I reinstalled the TCP/IP
stack and I now can connect to the internet. Also, I had (prior to initial
post) uninstalled NIS 2008 and Norton System Works 2008. I had also cleaned
up PC of remnants, defragged, then installed Avast,! 4, Winpatrol and
reinstalled the PCI wireless card software (Linksys). I still must repeatedly

Not sure how your cleared out the Norton "left-overs" but Symantec has
an enhanced Norton "uninstall" tool.

I don't see any network trust levels in avast!. I have tried reinstalling
the IP protocol and used the "rundll32...SteelHead..." command. Security
Center came back but still cannot connect to internet. It's as if windows
can't make a connection unless WF/ICS is started (which it won't [I get an
'Error 5: Access Denied' message from the services.msc window]). Also, my
router is my DHCP but it seems like windows can't get an IP address auto
assigned.

Is it also possible that there is an internal timing error? I've read that if
I wait for a min. or two, all the icons in my notification area appear,
whereas if I log onto Windows right away, they may not. I wonder if I simply
haven't allowed enough time for windows to configure itself for my wireless
home network. Multiple restarts seems to solve the problem but it means I
still have to restart a number of times after an extended shutdown. This is a
pain, as you can imagine. BTW: I'm using Linksys Wireless G PC card to
connect to my router (NetGear).
