Windows Explorer - Folder View

I prefer using the split "folder" view in Windows Explorer. But my new
computer always opens it with a single pane view. I've tried switching to
folder view, then clicking Tools| Folder Options | View | Apply to all
folders. But subsequent opening of a folder keeps the single pane view.

Please help

Create a new shortcut and paste the following command into the location.

%windir%\EXPLORER.EXE /e

Is there any way to control the command that gets executed with the
Windows+E key? It would be nice if we could set the Explorer options
taht are used with that key combination.
