Windows does not recognise that a cd has been inserted

I am running Windows XP professional on a pentium 4
machine. A fault has developed whereby windows does not
recognise that a cd has been inserted in either the DVD
drive or the cd writer drive. Both drives are recognised
under device manager, When the disk is inserted the drive
spins, bur when any attempt is made to read it the
message comes up " Insert a cd into the drive" I have
tried this with no success with a variety of cd's and
dvd's with the same answer?
Please can anyone help?
Thanks
Alan

Try this: "How to Troubleshoot Issues with Reading CD, CD-R, CD-RW,
and DVD Discs" (http://support.microsoft.com/?kbid=321641).
