Windows dialer won't dial 1 for long distance

I have set up the MS Outlook Express address book to dial
contact numbers. I went into Phone and Modem options in
Control Panel and set up the dialing rules for my
location. Then I configured different area codes to dial
1 and the area code for calls to these area codes. When I
make it dial, I always get a failure recording saying
that a 1 must first be dialed. I have tried it on
multiple computers with Windows XP and all do the same
thing. Is this a bug? Is there a fix? I never had the
problem with earlier versions of Windows.

Go to Start | Settings | Network Connections and then right click your
dialup connection and choose Properties. Under the General Tab make sure
"use dialing rules" is checked.

problem. The dialer is just used to make looking up phone
numbers and dialing them faster. The dialer dials the
number, then I grab the phone for the call.
