It came with Vista but I can't find it anywhere to uninstall. Even windows
uninstaller program doesn't have it listed. I had problems with my notebook
and when I finally got it working these 2 .dll files failed to load:
initpki.dll, wuweb.dll, and wucltui.dll. How do I get these back to work??

okay I got the wuweb.dll and wucltui.dll to work, I downloaded new ones and
put them in the system32 folder. I did the initpki.dll to but it still
comes up unable to load. I still can't get defender to work

Are those files needed by Defender?
Whatever your answer to that, I would recommend turning Defender off and
using something better; almost anything, really. It's not very good IMHO.
There are plenty of better alternatives: Kaspersky Internet Security &
Outpost Security spring to mind.

I find it rather insiduous that a program that is not integral to Vista
cannot be fully removed. I include Media Centre/Player in that assesment, too.
