The proboem is, I do not have the original set-up CD-ROM. Can someone tell
me where I can download this file and then how to correct the problem?
You cannot download a copy of the registry (The specific file named in
the error message is one part of the Windows registry.) that would work
on your computer. Each registry is unique. You'll need to use an
installation CD to boot into the Recovery Console, in order to affect
repairs. If it was a retail license and you have proof of purchase:

If it was an OEM license, you should contact the computer's
manufacturer.
You may also be able to borrow an installation CD from a friend or
acquaintance, provided that the CD is identical to the one from which
you originally installed WinXP.
