Windows cannot unload registry, Error ID: 1000

There was an Error in my Windows 2000 server (in the
application log)

windows cannot unload your registry file. If you have a
roaming profile, your settings are not replicated. Contact
your admin
Detail - Access is denied, build number ((2195))

EVEnt ID: 1000

I checked the website and it says that this is caused if a
handle to a registry key is not closed correctly. This can
occur when you use Microsoft Internet Explorer to view a
Web site that requires the use of client-side
certificates.

I am not using this machine for browsing the net and It
aleady has the latest IE and windows service packs.
However, this machine acts as a web server. When someone
accesses a webpage from this machine, it redirects to the
page located in another machine. Does this have something
to do with the error? What could be causing this error?
What steps can i take to avoid this error from happening
again? thanks

I've heard of various causes to this error. I see it sporadically
across all my 2000 Servers unfortunately. I've heard some versions of
Norton Antivirus causing it, plus simply opening up Computer Management
-> System Information. I think Microsoft support has a utility to help
diagnose the actual cause for your server, but you need to open an
incident and somehow convince them to use it.
