Windows Cannot Open Help and Support

Whenever I try to get Help, I receive a message that says "Windows cannot
open Help and Support because a system service is not running. To fix this
problem, start the service named "Help and Support."

Now this may very well be the dumbest question ever asked, but how do I turn
on Help and Support?

And for the software gurus out there, if Help and Support needs to be turned
on, please explain how to do it in the error message, and for all error
messages, please program the error message to explain how to do it or provide
an option on the error message to go to Help and Support where it will
explain how to correct the problem. This would revolutionalize Windows! I
wouldn't mind receiving 1% of the royalties/profits that this program would
generate. :)

It's a sad day when you can't even get a program's help function to work.
And the truth is, XP's Help and Support Center is really an excellent
resource, far better than the help functions in earlier versions of Windows.
Somebody at 1 Microsoft Plaza put a great deal of work into it. Look here

As for your suggestion to program error messages to explain how to resolve
them: It sounds like a logical idea, but it's hopelessly naive.

The Help and Support Center has been having its share of trouble ever since
service pack 2, but I'm sure it will eventually get fixed. It's just too
good to abandon.

Thanks for your help Ted. As for your response to my suggestion to program
error messages to include a button that will associate the error message with
the correct/near correct help page, ya gotta think BIG! Didn't they once say
that man could never fly? Where would we all be if Bill Gates didn't
follow his dream? If a pc can tell you that there's a error, it certainly
can pick out a help page that relates to the error if someone with know-how
puts his/her mind to it. Have a great day!
