'Windows cannot find...'

When I try to load certain programs (e.g. Pinnacle Studio 9, others) I get
the message: "Windows cannot find
'http://oca.microsoft.com/resdir.aspx?sid=10&Bucket=FIXED_ATI_LATEST
VEN_1002_DEV_5961_SUBSYS_5004104043&State=1&ID=687ffced-e451-4cbc
-afbc-46f3710b1bf8$LCID=1033&OS=5.1.2600.200010300.2.0"' The programs do not
load. Where can I get the file to reinstall. I have reinstallation discs
for the Windows XP versions for my Sony PVC-RS 420 and my wife's Dell
computers.

It seems to be aproblem with your ATI
0x5961 ATI RADEON 9200 se agp Video card.
visit the manufacturer's website and download and re-install the video
drivers.
