Windows cannot configure wireless connection

I can connect to my wireless network at home but I'm at another location with
wireless service and I cannot connect to any wireless networks.

The Windows message says "Windows cannot configure this wireless connection.
if you have enabled another program to manage this wireless connection, use
that software. If you want Windows to configure this wireless connection,
start the Wireless Configuration Service.

I did this per the instruction in Microsoft article 871122 but it's still
not working.

My computer crashed and the hard drive was replaced a few months ago by a
professional, who reloaded the operating system. I did not have this problem
before the computer crashed.

What can I do to fix this? Thanks.

Click on check for Wireless Networks. In the left pane, click on the
advance settings. On the resulting screen, click on the Wireless tab.
Click the box to use MS configuration. Click OK.

Using this method is the only way I can get my son's PC to connect to a
wireless network. Unfortunately, the settings are not saved (I have not
found a fix for this) so he has to go through this drill each time he wants
to connect to the internet.
