Windows 2003 Setup for Non-bootable CD-ROM

In Windows 2000 we could use MAKEBOOT.EXE to create a set
of 4 floppy disks for use on systems that do not have
a "Boot From CD-ROM" capability. If there an equivalent
for Windows 2003?

Windows XP was the last OS that included this functionality.

There really can't be many systems that can't boot from CD, certainly few
that would be considered suitable for a server OS.
