Problem with boot disks

When installing W2K new from boot disks (machine does not have a CD Rom), it gets all the way through the 4 disks, goes to the screen that asks if you want to Setup, Repair, or Quit. I choose Setup, and immediately get the error "Setup cannot find a CD-Rom drive". Why is it asking for a CD when I am using the floppies? Can I not set it up without the CD?

If I must use the CD & since I do not have a CD Rom, how would I create a boot floppy (since the hard disk is wiped clean & is non-bootable) that will allow me to access the network to get at the contents of the CD from a network drive?

The 4 boot floppies just start the install when you can't boot from a cd,
but the cd is still required to complete the install.

It would probably be much easier to just add a cd-rom drive.
