Windows 2000 won't shut down

RE: Windows 2000 won't shut down

When I select Start>Shut Down: computer tells me that it
is saving my settings, etc and then I hear a click the
screen goes black. The computer is still running it
doesn't shut down.

I started in safe mode and did the above and it shuts
down.

All suggestions are greatly appreciated.
