windows 2000 "setup was unable to build the list of files to be copied"

Hey. I'm trying to upgrade to 2000 Pro from 98se but the
setup stops with "setup was unable to build the list of
files to be copied". If I pick clean install instead of
upgrade from the initial setup window it progresses past
this point fine. For some reason it stops only during
"upgrade". I copied the setup files onto the hard drive.
It's all there, nothing's missing that I can see. I really
want to do an upgrade and not have to do a fresh install.
