Windows 2000 Server error- LSASS.EXE

When the Win 2000 server is rebooted we receive the following error message:
and are unable to proceed with loading th network connections:
"lsass.exe - system error.
Security Accounts Manager initialization failed because of the following
errot: Directory Server cannot start. Error Status: 0xc00002e. Please click
OK to shutdown thi system ans reboot into Directory Services Restore Mode,
check the event log for more detailed information"

I have been unable to get past this message and start the server.
