Windows 2000 Pro Destop

The problem is as follows, bearing in mind all updates have been loaded and
all solutions I can find through MS support have been tried:
Start PC login as administrator, blank screen displayed.
Logoff Login again as administrator, blank screen displayed
Logoff login again as administrator, desktop comes up perfectly.
This originally started as a login first time blank only second time normal
desktop.
It has now increased to the above problem.
Please tell me what I am missing, how can the problem be rectified?--

After logging on as administrator the first time, try this:
1. Press Ctrl+Shift+Esc
2. Click Applications / New Task
3. Type Explorer.exe {OK}

Does this give you a desktop?

No Exactly the same. If I remember correctly this was one of the numerous "fixes" I tried.
