Windows 2000 ignores Shutdown/Restart/Log Off

When I try to shutdown or restart Windows 2000, it refuses to do it.
The computer doesn't hang or crash, it just goes grey for a moment as
if a shutdown is being carried out, but then it goes back to the
"working environment". I have to hit the power switch each time, and
it's obviously not the wisest thing to do!

Windows WILL shut down in Safe Mode and it will also shut down if I
chose that option from the username/password box which leads me to
think that a service or driver loaded in Windows is causing the
problem.

I have made a list of running/started services in both Safe and Normal
mode to see if I can discover a culprit but I'm none the wiser.

I'm also gettung various srvhost.exe error messages and wonder if it's
anything to do with this or if that could be as a result of the
numberous "cold" shut downs.

Any advice would be greatly appreciated.

Before you try to shut down go to Services in the Administrator's applet in the Control Panel and manually
shut down Print Spooler. It has some dependencies but try it anyway. Let me know the result of shutting
down and any dependencies it may have.

Also, try the shutdown button from the Ctrl-Alt-Del security dialog. I have
found that this method is more persistant about shutdowns.
