Win2k Server Console Problem

Ok here is one i have never seen before so I need help.
I have a win2k server, running exchange 5.5 also. It is a
DC as well for about 10 users.

Machine has worked perfectly for over 10 mos, machine is
behind a good firewall and is only used minimally as
exchange/file & print & DC, it has 2gb ram and 80GB RAID.

My customer applied the latest windowsupdate patches just
2 days ago, then reboots and all you see after the logon
screen is the blue desktop with no icons or anything.
The machine otherwise works ok, the file shares are ok,
AD is ok with no issues, and Exchange is fine with no
issues.

We are just not able to do any work from the server
because the desktop never comes up. Even if I terminal
to the server the same thing happens, just a blue
background (not blue screen of death, just the desktop
background)

I tried booting into safe mode, but same occurs. There
is no entries in the log that give me any hints....any
ideas?

Ok as soon as I replaced the file, windows protection
copies the same old file back.

Is there a way to disable file protection, because this
doesnt work, I have tried several times..
