Win2K : Password Recovery

We had an employee leave the company. Unfortunately, no
passwords were given to us, our former IT staff decided on
local accounts for 400 users.

If anyone knows a way to help recover the password, I
would appreciate it.

There's no supported method of retrieving that password. Your administrator
can reset the password on that account.

Here's the problem:

I have just taken over the IT department here, within the
last month.

The Administrator password for this machine is nowhere to
be found; we also do not have a domain controller. All
passwords are set on the local machine.

If I were to reinstall W2K from a boot disk(I know, not
exactly optimal), would this reset the Administrator
password?

A google search on "Windows 2000" "Administrator" "lost" and "password" will
probably give you whatever tools you need to reset/recover password. Try
it.
