Win XP network bandwidth usage restriction?

I have a small home network that has a patchwork of
various MS OSs

The only problem I have noticed is the new XP computer
I have, will only use about 25% of the available network bandwidth.

It is irritating when using the XP computer to access other large
network resources.
Transfer times will almost quadruple when on the XP computer, as
compared to the other network computers.

The network runs at 10Mbps over via 10baseT
The main computer is a Celeron 2Ghz running win XP,
with a built in Eithernet adapter.
Adapter is a realtek RTL8139 PCI.

The other computers include a couple win 95 computers.
A couple win 3.11 machines, one of which is used as a "junk server"
With four multi gig hard drives for temporary storage and general stuff.
And two computers running MS dos peer to peer software (don’t laugh!)

When I access a file on one of the WIN 95, WIN 3.11, or DOS P2P
computers with another WIN 95, WIN95, WIN 3.11, or DOS P2P computer,
I get respectable transfer rates close to a Mbyte per second.
The retrieving computer will use the network for all it’s worth.

But when I try to use off of the above computers from my XP computer,
I only get transfer rates in the range of 250Kbite per second.

When I try to use off the XP computer with one of the other computers,
I get the respectable 1 Mbyte per second.

I have tried switching the network over to tcp/ip, ipx/spx, … on and on.
But it doesn’t affect the transfer rates.
I have found nothing in the setup menus to limit network utilization.
But the little line on the network monitor will NEVER go above 25%
for one network connection.

If I pull off of two other computers at once, the utilization will
almost reach 50% (25% off of each computer)
Or around 70% for pulling off of three computers.

Is there any setting that I have overlooked that will allow the
XP computer to completely utilize the network for all that it can
handle?

I know I could upgrade the network to 100base T, but the XP
computer would still be one quarter of the speed of the rest of them.
OR I can continue doing what I have been doing.
That being , going to the other computers to initiate a file transfer.

I have been thinking about trying an after market network card
for the XP machine, to see if the restriction is hardware based.

Any ideas at all?

Never mind.
I found out what the problem was.
I had the QoS packet scheduler turned on
for the computer’s connection to the network.

Turned it off and I just got finished viewing a video
file on another computer with no problem.
Average data rate was around a half Mbyte per second.
