Bandwidth Restriction

Hi all,

I have a wireless network of two XP machines and one 2000 Pro connected to a
main 'server' machine also running XP. The 'server' machine is connected to
the internet by a 1 mbps cable modem.

The server machine has Windows ICS (internet connection sharing) running and
that is how we are accessing the internet. The network is functioning fine.

However, one particular user creates a great deal of peer-to-peer traffic,
and consequently is using up most of the bandwidth. I don't want to stop him
using Kazaa etc., but I would like to restrict his bandwidth to may be 512
kbps, so that the other users have a reasonable amount of bandwidth also.
Ideally, the proxy software used would behave like ICS in the way that any
TCP/IP software you use on a machine connected to the network needs no
configuration to connect to the internet.

Any suggestions? Squid on Linux has been suggested, but I would prefer to
keep my server Windows if possible.
