Win Program for IPOD Shuffle

Getting frustrated with iTunes and inablity to move music off my iPOD
Shuffle. Anyone know a good XP based program to manage music on my Shuffle.
Can the Shuffle be re-programmed to act more like a PC than a mac?

IPOD needs to be formatted as a hard drive (external storage device) to
enable music to be copied back off it. However, if it is formatted in that
way, it cannot be used as a music player.
