Win ME client can't connect

I have a Windows ME client who is unable to connect to my
terminal server. On the Terminal Server event log I see
error 1004, unable to issue license. I had the user
delete the license registry key. The next time they
connected they were issued a permanent license from the
pool of available licenses, but are still unable to
connect. The 1004 event log entry appears in the
Terminal Server event log each time they try to connect.
