Why no Out of office assistant

I would like to automatically reply to emails while I am out of the office.

There is no out of office assistant option when I go to tools menu from the
mail view.

Is there a way to turn on out of office assistant even though I cannot see it?

If not, is there a way I can automatically repy to emails while I am out of
the office?

The Out of Office Assistant is only available to those Outlook users who
connect to an Exchange server for email. Normally this is available only in a
business environment. If you're using an ISP and have POP3 or another type of
mail account, you would need to create a rule and leave Outlook running for
this to work.

Another option is to put an autoreply on your mail account using your ISP's
web interface or they might be able to do that for you.
