Why is the signature inserted into templates (.oft) files?

Is this a bug? I am using XP pro v.2002 sp2 and Outlook 2003 sp1.

I create an .oft file (template) and when I go to use it, my default
signature (Options>Mail Format>Signatures>Signatures for New
Messages:<sig_name>) is inserted above the information that was stored in the
original .oft. This seems like a bug or something I have set up incorrectly.


Please advise if you have any ideas or suggestions. Thanks!
