Why is outlook constantly synchronizing folders?

Whenever I use Outlook I get an Icon labeled "Microsoft outlook is
synchronizing folders." This has been happening sinnce I reinstalled Office
2003. It appears to be slowing my computer. Any help would be appreciated.
