Why IE suddenly will not open links in a new window

Ok, for some reason IE will not open links in a new window
(right click context menu) or if the link is a javascript
that opens a new window it opens but never loads the
window. If i use the right click open in new window or if
it is a javascript link to open in new window both open a
new window but do not load the page. If i click stop and
refresh it then loads. To help out with a possible fix I
will tell you what I have donw so far:

I have tried all the fixes listed on MS support pages, no
help.
I have tried to reinstall/repair IE, no luck there.
I have restored to a previous version and the problem was
fixed however when I tried to upgrade to 6.0 again same
problem. I also reinstalled windows and no fix either(and
now I cant restore previous version :( .
Also I virus scanned and checked for all the usual
hijacker programs and such. System is clean.
My specs are win98se, IE 6.0

Any help would be great as I am sure I am over looking
something. Thanks

Go to Tools | Internet Options | Advanced.
Uncheck "Reuse windows for launching shortcuts".

I am having the same problem. I reinstalled IE 6 and unchecked the "Reuse" box - still nothing.

Open Windows Explorer.
Go to Tools | Folder Options | File Types.
Scroll down to URL:HyperText Transfer Protocol and select it.
Click Edit or Advanced, depending on your Windows version.
Select 'open'.
Click Edit.

"Application used to perform this action" should read:

"C:\PROGRAM FILES\INTERNET EXPLORER\iexplore.exe" -nohome
(Check the path to iexplore.exe to make sure that is correct and use the
double quotes.)

DDE should be checked and in the boxes below it you should have:

#1:
"%1",,-1,0,,,,
#2
IExplore
#3 (blank)

#4
WWW_OpenURL

URL:HyperText Transfer Protocol with Privacy should be the same.

Sometimes it is necessary to uncheck Use DDE.

If that doesn't fix it, go to Start | Run and type

regsvr32 urlmon.dll
