- Why does "Save Picture As..." try to save in BMP??

For some reason, whenever I try saving an image from a website, IE tries
saving the image in BMP format... and even then, it won't save (likely
because the image is either JPG or GIF and not BMP).

How do I stop this annoying behavior??

Empty your temporary internet file cache (ie, properties, delete files),
and then set the size to something less gargantuan.

Cerebral,
You may need to clear your TIF as you may have a corrupt file there.

Close all instances of OE and IE
Control Panel | Internet Options | General tab
Click the "Delete Files" button, when prompted place a check in:
"Delete all offline content", click OK
Click the "Clear History" button, click OK.
Click the Settings button, adjust the TIF size to 50 mb, click OK

MSN seems to be going to a proprietary interface just like AOL.

Therefor, I'd diss MSN for best results and computer satisfaction and
use a STANDARD ISP.

And, guess what, the auto MSN updates can kill your PC just like the
auto AOL updates often do. In either case the service gives you NO
choice but to "upgrade" your OS.
