where's my desktop

I have my laptop hooked up to my TV to allow palying
movies on the screen. My roommate was attempting to
change the size of a website so he could see the whole
thing. He said he went to control panel, display and
clicked on "something called make icons full or
something". Then the desktop dissappeared, start bar,
icons and everything. It's just a blank blue screen. If
I right click and make a new item, the icon appears on
this blue screan in the normal size. I can't get to
anything though; not the start menu, the shutdown box,
even ctrl/alt/dlt doesn't come up on screen. It all
seems to open somewhere but I don't know where.

have u tried booting up in safe mode?

I tried starting it up successfully in safe mode, but was
unable to find or correct the problem
