Where Upgrade option on Win2K Pro CD?

I recently got a Win2K Pro machine to fix which would not boot---BSOD
on "checksum error on wininet.dll"

Booting the Win2k CD, first I tried "Repair", but that bombed out
saying that the C:\Winnt was too corrupted to repair. Even though I
had previously obtained a CHKDSK by just retrying the boot from hard
disk. BTW, the volume was FAT32: if I ever get this machine up, I'm
going to convert it to NTFS; although NTFS is slower (slightly), it has
less problems and is more reliable.

On a previous computer (also with Win2k Pro), I would be able to
"upgrade" the OS to Win2K Pro. That would require lots of Windows
Updates, but at least one does not lose (most of) the installed
programs (I usually have to reinstall MS Office) and data. As I
remember it, I would get this upgrade option by selecting Windows 2000
Setup.

However, this time Windows Setup gave me only the options of Repair or
a complete destructive reinstall, either into the same folder or choose
another. I'm using the same Win2K Pro install CD as the other times.
What happened to the option to upgrade? Does anyone know the exact
logic path of a Windows 2000 Pro CD?
