Open Windows Explorer, click on "Organise", then "Layout", then "Menu Bar" in
Layout's sub-menu.
The old "file, edit, view, tools, etc" is back in place, just like XP.
You can type 'Folder Options' into the start/search prompt, but it won't do
you much good as the file extensions are no longer in this panel.
Go to the Control Panel and open Default Programs, one of the options here
is to associate file extensions with a program. Be warned, this utility is
not as functional as previous OS versions have been.
In Windows XP it was possible to disable Folder Options in the
Registry but the arrangements have changed. It could be they have
been disable as a Policy option.
Can you see Folder Options in Safe Mode?

I have already said that the Folder Options dosn't exist in the menu niether
in the control panel and I want to show in the menu and the control panel.
