Where can I download the task manager hotfix?

I'm reading the article for the hotfix:

But there isn't a link to download the hotfix. Is it really necessary to
jump through the hoops with their support service to download it or is it
posted somewhere?

When I've needed to get specific hotfixes like this, there haven't been a
lot of hoops. I just called and asked for it.
