Where are my Power Options?

When I go to the control pannel I don't see power options.

System Details:

Win 2000 Server

The powercfg.cpl file is present in the ....\i386 and ...\System32 folders and
have the same 6/03 date.

No keyboard or mouse is present, I control via Terminal Services, I do this
because I'm cheap and have way too much clutter already.

All of my users are myself as members of the Administrators. I do this because
I develop and use different logins depending on the client to keep my
application/specific laptop access consistant for each project.

Any clues?

New thread, as it appears that no-one knows what I'm talking about....

Win2K Server does not support poweroptions w/TS installed.
