When to use Windows or Norton Firewalls

I have a Belkin Wired and Wireless Router/ Modem with a built in firewall
that connects to my ADSL line. I have 2 laptops that connect to the router
via wireless network cards. Is it neccessary to use a software firewall such
as Windows Or Norton 2004 Internet Security as well or will it interfere with
file sharing if I enable them. I have a book on setting up networks and it
advises not to enable a firewall when your computers connect via a gateway.
Is this correct.
When I try using the ping command on the PC I am using to ping the same
computer it times out if Norton firewall is enabled, if I disable it the ping
is successfull. However I don't seem to have any problem sharing files
whether the software firewall is enabled or not.

For inbound threats the hardware firewall, If configured properly, is
usually 100% effective. A software firewall will not help with the inbound
if a hardware one is in play. If you are concerned about outbound traffic
then you will need the software firewall enabled. I only use my router's
firewall and don't worry about outbound. A GOOD Anti-Virus is a MUST
though!!

the going recommendation is to disable the firewall on the LAN
connection for Windows XP computers that don't have Service Pack
2 installed.

For Windows XP SP2 computers the recommendation is to leave the
firewall on and enable the exception for File and Printer
Sharing.
