When process refuses to die

[Forte Agent]

Sometimes some of my applications misbehave. So I try to kill them,
only to see following reply from Windows:

"This program cannot be closed. If it is being debugged, please
resume it or close the debugger first."

But I am the only one using the machine and I am not doing debugging.
What should I do to kill this type of processes? Thank you in
advance.
