Wheel of the Mouse Won't React

Hello,
Favorites sidebar open the wheel of the mouse won't work as if IE window is
deselected.
In Mozilla Firefox it is not the case.
Even in Netscape the wheel is working when the page is viewed with Mozilla
engine but it is not working when the same page is viewed with IE engine.

You often have to click in the area you want to scroll.

I know this fact. I meant whether this was a lacking feature for IE?

I don't know what's wrong. It works here. But you don't have all of the
updates.
