What is the WLANMON error message?

Get WLANMON error message when logged on a new user. Just
created this new user account as "Restricted User". What
is the error and how to fix the problem?

WLANMON.exe appears to be a D-Link file - D-Link Air Plus Wireless PC modem
connection monitor. Check D-Link's support website for details on the error.
