What is the main reason for new OS development

Until now I still don't understand why software developers would
create an operating system that people won't like very much to
use,...such as in the case of Vista.
IF WinXP is running well and well be as good for a decade more then
what is the point of spending huge sums of money creating something
like Vista that will only be an embarrasment to the developer?
Is there more customers that care for bells and whistles and eye candy
than what is practically useful and very stable?

Who is going to lose in the end if the software developer will just
continuously upgrade the existing stable OS and don't care about
drastic changes in its peformance that likely most people won't care
about?
Is it worth the money and effort to create a new OS which in general
would have teething problems and would need huge marketing effort just
to move it?
Is it not time , with the current trend in world economy to focus on
what is practical and not what is quixotic?
There are still other things that keep me wondering what is really the
main motive of this huge software companies ( like microsoft )doing
such kind of development.....
Another thing in relation to this question, why would those companies
keep on upgrading their product only tomake more bulkier and heavy on
resources but does not actually made huge improvement in its
performance, rather it wouldonly enormously increase its footprint....
