What is going on - am I infected?

My email facility started behaving oddly last Monday when
I was trying to send an email with attachments, it kept
timing out, that of course could be my broadband
provider, but it was frustrating. Then on I believe the
13th I received an update from Microsoft for XP2. As
soon as updated a pop up arrived from Microsoft
saying "Microsoft(R) Windows (R) Operating System Shell
Browser UI Library was trying to load or something. (By
way I am not computer literate) It read to me and
recommended that I should block this, but if I ever
wanted to un-block this Shellbrowser I could do so in the
Blocked Events in the Security Agent. It did warn that
something might not work properly if I did it, but I
thought well to be on the safe side block because I can
always un block it in the Security Agent! Where has it
gone, I can't find it in the Security Agent? Today then
my Spyware Beta has been saying I need to pay attention
to it (Big red cross) and perform a scan. I have
performed a scan twice a day and it is not updating my
scan date it is saying that the last scan was performed
11th April, 2005. Last week because of all my problems
with email I must have scanned at least twice a day and
today I've updated three times and scanned three times?
Also trying to change the schedule scan time isn't
working? Also, I also have Lavasoft Adaware on, and they
always show up critical and negligible objects but today
it hung on me the first time? but Spyware Beta doesn't
show anything??? Questions:-

1. Am I infected?
2. Should I have blocked the ShellBrowser UI Library, and
if not how do I get it back? if I was right to block it
where has it gone?
3. How do I get my Spyware Beta to work properly ?

Help help help - anyone please it is important to get my
system right.
