What happened to my scrollbar?

Hi folks,

All of a sudden the vertical scrollbar for my IE is working
differently. It scrolls down "too far" when I tap the bar below the
scrollblock, instead of simply paging down once like it always has
forever until today.

I've always been able to tap the bar with the pointer below the block,
and get a simple single "pagedown" that starts right where my last
view left off. Now all of a sudden, it pages down alot more (like a
2nd page-length or so), and I have to back up and see what I missed
after each scrolldown.

I can't seem to find any info on adjusting scrollbar settings, other
than the advanced "smooth scroll" option, which doesn't appear to have
any affect on the problem. What in the world could have suddenly
caused this change?

A bug in the Q824145 patch. Microsoft knows about it.
Click immediately under the indicator in the scrollbar or drag the
indicator.
