What does error message mean?? How can I fix ?

Keep getting this annoying pop up from IE saying it has
encountered a problem and needs to shut down. I just
close it and it come up again a few minutes later. Its
not a virus I scanned with norton and used pest control
and tried to reinstall IE but with no luck -ther error
report reads
C:\DOCUME~1\user\LOCALS~1\Temp\WER6.tmp.dir00
\appcompat.txt
I de installed a web page Cool Links that hijacked my
computer and then got the pop up
Any help would be greatly appreciated
