Welcome Screen Disabled-Help!

Recently, my log on screen changed to the classic pull down menu rather than the welcome screen that was initially there. I tried to enable the "welcome screen and fast user switching" through User Accounts on the Control Panel; however, when I tried, a window came up and said that a 'recently installed program had disabled' those features. It said that to enable the welcome screen and fast switching, I would have to uninstall the program. (I did uninstall the only program that I had recently installed, and it didn't fix the problem.) The window gave a file name that 'might help to identify the program which made the change--MSGINA.DLL' Can I delete this file, or is it important?

How do I find what properties are installed in the networking client? Obviously, I am not computer savvy. I have had my laptop for a week. What do I need to look for

Settings/networking, right-click your connection and select properties.

I have the same problem on a new Dell running XP. The network properties shows installed
Client for Microsoft Network
Deterministic Network Enhance
File and Printer Sharing for Microsoft Network
QoS Packet Schedule
Internet Protocol (TCP/IP

It may be relevant that the computer is connected to a Linksys router and then to a cable modem. It is the host for my printer. The router has both cable and wireless ports for other computer(s) that use the printer
