Weird toolbar mix-up

If I go into View/Toolbars and un-check the PopUp Cop toolbar, the Google
toolbar disappears.

If I un-check the ContentSaver toolbar, the PopUp Cop toolbar disappears.

And I uncheck the Google toolbar ... you guessed it, the Content Saver
toolbar disappears.

This happened before I re-formatted, re-installed the OS, re-loaded all my
programs ... and after. (I reformatted for other reasons, not for this
problem, but I sure was surprised to see it again.)

Anyone have a clue why this is happening and what I can do about it? I'm
running IE 6 under WinXP Pro SP1.
